A recent analysis of the new Zoning Ordinance and Subdivision Regulations shows that the recommendations in Plan Prince George’s 2035 are on track to adoption. As the guiding land-use document for Prince George’s County, Plan 2035 prioritized an update to the Zoning Ordinance and Subdivision Regulations as the first critical step to . Plan 2035 also identified 42 strategies to help guide the revisions.

The Comprehensive Review Draft of the Zoning Rewrite, released September 2017, accomplishes 29 of the 42 zoning- and subdivision-related strategies detailed in Plan 2035. These strategies include proposal for transit-oriented development, sustainable buildings, shopping center redevelopment, urban agriculture, pedestrian connectivity, and historic preservation. Strategies not accomplished through the Zoning Rewrite will be addressed through future zoning and subdivision updates or other policy measures identified by the County Council.

To prepare the analysis, the project team reviewed the Zoning Ordinance Strategy Table, which summarizes the subdivision- and zoning-related strategies in Plan 2035. The team assessed how the Comprehensive Review Draft addresses the general plan’s overarching goals for land use; economic prosperity; transportation and mobility; the natural environment; housing and neighborhoods; community heritage, culture, and design; healthy communities; and public facilities in the County. The resulting report provides readers with a clearer picture of how the Zoning Rewrite fits in a broader framework of County policy.

PRINCE GEORGE’S COUNTY PLANNING DEPARTMENT  INTRODUCES REVISED DRAFT OF THE ZONING ORDINANCE AND SUBDIVISION REGULATIONS

— A series of Community Meetings will be held October 24, 25, and 26

Upper Marlboro, MD— After almost four years of community review, input and involvement, the Prince George’s County Planning Department of The Maryland-National Capital Park and Planning Commission (M-NCPPC) is hosting three listening sessions to preview the revised draft of the Zoning Ordinance and Subdivision Regulations presented by Clarion Associates, a nationally renowned consultant team. This multi-year project was initiated to create a modernized zoning code that is more user-friendly and aligns with the County’s vision for smart growth, economic development, and improved quality of life for Prince George’s County residents. The sessions will be held in the Northern, Central, and Southern regions of the County on the following days and locations from 7:00 p.m. to 9:00p.m.:

After over 315 community meetings with residents, stakeholders, and elected and appointed officials, the revised draft highlights key changes that provide the County with a 21st century zoning ordinance. Introduced through three-modules and amended in collaboration with County stakeholders, the revised draft includes zone consolidations, new use tables, standards for signage, lighting, and the built environment, procedures to determine adequate public facilities and for how the County should engage the community on development proposals, and provisions to address how communities are created through the subdivision process. Clarion Associates will review these changes at the upcoming community listening sessions.

Technical Staff Analysis of Stakeholder Comments on Module 3 Available!

Community participation is a key component of creating a zoning ordinance that supports the desires of everyone in our County. Since launching in 2013, the Zoning Rewrite team has consistently worked to collect and incorporate the input of all stakeholders. We have accomplished this through an extensive effort to meet with community members where they are. We’ve also worked to provide multiple channels to collect and respond to stakeholder input. To date, we’ve received more than 535 letters, emails, social media responses, and compiled comments made during meetings or on meeting evaluation forms.

A major goal of updating the County’s zoning ordinance is restoring the community’s trust in the development review process in Prince George’s County. Our team is committed to being transparent, in order to help rebuild trust. Community conversations are a two-sided exchange that requires questions and answers from all parties. In that spirit, we are excited to release the Technical Staff Analysis of Comments received on Module 3: Zoning Procedures and Subdivision Regulations of the Zoning Rewrite.

This analysis contains community stakeholder comments received by staff as of the date of its compilation (February 2017). These comments were analyzed by staff, which then offered recommendations for how the Clarion Associates team should address the comment in the production of the Comprehensive Review Draft.

It is important to note, that this document is not exhaustive of all of the feedback that our team has received from the public. Each day, our team continues to receive and analyze the suggestions and ideas that we receive.  Community members can continue to provide feedback on each of the draft modules, however, these comments will be incorporated as revisions into a subsequent draft.

PRINCE GEORGE’S COUNTY DEVELOPMENT 3.0 – Developer Interview Report

Mosaic Urban Partners conducted several in depth interviews with Prince George’s County Developers as research for the Prince George’s County Zoning Ordinance and Subdivision Regulations Rewrite. Mosaic Urban Partners believes that the qualitative insights in this Report will be very helpful as the Zoning Rewrite proceeds towards adoption and implementation.

The goal of the Prince George’s County Developer Interviews is to provide additional qualitative insights on the strengths, weaknesses, opportunities, and challenges of developing high-quality projects in Prince George’s County. The results reflect developers’ comparative thoughts and are intended to provide the County Council with insight on how Prince George’s development and entitlement process compare with neighboring jurisdictions.
