Module 3: Countywide Listening Session

Fall is the season of change. What better way to start the season with a preview of change to come– like a NEW 21ST Century Zoning Ordinance and Subdivision Regulations. This fall, residents and stakeholders are invited to provide feedback on the third module (process and administration) of the County’s new zoning laws, as proposed by our consultant team, Clarion Associates. Over 2 years in the making, this draft document is a compilation of ideas, comments, and assessments from residents, stakeholders, elected and appointed officials on how the County should engage the community, review and decide on development proposals, and address how our communities are created through the subdivision process.

Rewriting the Zoning Ordinance is critically important to the future growth of Prince George’s County. Zoning laws help determine how land can be used such as, subdivisions of homes, where schools and hospitals are located, planning for open space to sustain communities and the environment for future generations, and much more.

Module 3 contains three important sections of the Zoning Ordinance and Subdivision Regulations Rewrite.

Module 2: Countywide Listening Session

During the session, participants met with the project’s consultants to understand how their recommendations will help modernize the County’s zoning code. Specific proposals in Module 2 include Neighborhood Compatibility Standards, Transportation Adequacy, Pedestrian and Bicycle Connectivity, and Sustainable and Green Development Standards.

The M-NCPPC’s Prince George’s Planning Department and Clarion Associates presented to the public the first module of the Zoning Rewrite. This module is preliminary and has not been approved or adopted. Public feedback is requested to refine the module before being approved.

Evaluation and Recommendations: Making the Code User-Friendly

One of the biggest challenges with Prince George’s current zoning ordinance is that it is outdated, lengthy, and confusing. The current zoning code is more than 1,000 pages long and is difficult to understand. The document lacks images or graphics that visually explain concepts to the everyday person.

Clarion Associates recommends that we
– Reorganize the written structure of the ordinance so that it is more intuitive to search,
– Use flowcharts to explain procedures making it easier for people to visual interpret the process.
– Modify the publication’s layout to integrate more tables and graphics makes the zoning ordinance easier to read and understand.



Evaluation and Recommendations: Best Practice Development Standards

It has been over 50 years since the last time the zoning ordinance has been comprehensively revised. During that time, the median household income about $7,000, and the average American home cost $24,600. Life has changed a great deal since the 1960’s. We have more use of technology, a greater need to preserve our open space and environment, and a growing population. Today’s needs call for a 21st Century Zoning Ordinance.

Clarion Associates recommends the new zoning ordinance and subdivision regulations incorporate best practices from across the country that address how to redevelop and revitalize the under used commercial corridors; provide regulations that will protect and sustain our communities; design guidelines that will improve connectivity and roads in our communities; and develop regulations that will protect our open space, agriculture, and farmlands.
