PRINCE GEORGE’S COUNTY DEVELOPMENT 3.0 – Developer Interview Report

Mosaic Urban Partners conducted several in depth interviews with Prince George’s County Developers as research for the Prince George’s County Zoning Ordinance and Subdivision Regulations Rewrite. Mosaic Urban Partners believes that the qualitative insights in this Report will be very helpful as the Zoning Rewrite proceeds towards adoption and implementation.

The goal of the Prince George’s County Developer Interviews is to provide additional qualitative insights on the strengths, weaknesses, opportunities, and challenges of developing high-quality projects in Prince George’s County. The results reflect developers’ comparative thoughts and are intended to provide the County Council with insight on how Prince George’s development and entitlement process compare with neighboring jurisdictions.

Developers interviewed for this report include:

  • Forest City
  • Jackson Shaw
  • Jair Lynch Real Estate Partners
  • Petrie Richardson Ventures
  • Urban Atlantic

These developers represent a broad spectrum of company sizes, development product types, and experience in the County and within the region and provide specific ideas and recommendations for increasing the effectiveness and efficiency of the County’s development process. The Zoning Rewrite will build upon all of the great progress the County has made – both the administrative and political level – to be a magnet for high-quality development and developers in the region.

Technical Staff Analysis of Stakeholder Comments on Module 2 Available!

Community participation is a key component of creating a zoning ordinance that supports the desires of everyone in our County. Since launching in 2013, the Zoning Rewrite team has consistently worked to collect and incorporate the input of all stakeholders. We have accomplished this through an extensive effort to meet with community members where they are. We’ve also worked to provide multiple channels to collect and respond to stakeholder input. To date, we’ve received more than 500 letters, emails, social media responses, and compiled comments made during meetings or on meeting evaluation forms.

A major goal of updating the County’s zoning ordinance is restoring the community’s trust in the development review process in Prince George’s County. Our team is committed to being transparent, in order to help rebuild trust. Community conversations are a two-sided exchange that requires questions and answers from all parties. In that spirit, we are excited to release the Technical Staff Analysis of Comments received on Module 2: Development Standards and Public Facilities Adequacy of the Zoning Rewrite.

This analysis contains community stakeholder comments received by staff as of the date of its compilation (January 2017). These comments were analyzed by staff, which then offered recommendations for how the Clarion Associates team should address the comment in the production of the Comprehensive Review Draft.

It is important to note, that this document is not exhaustive of all of the feedback that our team has received from the public. Each day, our team continues to receive and analyze the suggestions and ideas that we receive.  Community members can continue to provide feedback on each of the draft modules, however, these comments will be incorporated as revisions into a subsequent draft.

Visualize the Zoning Rewrite – A Walking Tour

This summer, Imani Jasper, a collegiate intern with the Prince George’s County Planning Department led an interactive walking tour through the Port Towns and the Gateway Arts District.  The real-time case study analyzed the potential impacts of several proposals in the draft zoning ordinance on redevelopment in inner-beltways communities. Sadara Barrow, Mayor of Colmar Manor, and Demetrius Givens, Cottage City Commissioner, joined Planning Department staff on the adventure and shared their vision for the future of their towns.

The tour helped Zoning Rewrite team members and local elected officials better understand some of the zoning challenges that municipalities are facing. Participants explored how Clarion Associates’ recommendations for zone consolidation, neighborhood compatibility standards, parking regulations, street connectivity, green building standards could help encourage reinvestment.

Module 3: Countywide Listening Session

Fall is the season of change. What better way to start the season with a preview of change to come– like a NEW 21ST Century Zoning Ordinance and Subdivision Regulations. This fall, residents and stakeholders are invited to provide feedback on the third module (process and administration) of the County’s new zoning laws, as proposed by our consultant team, Clarion Associates. Over 2 years in the making, this draft document is a compilation of ideas, comments, and assessments from residents, stakeholders, elected and appointed officials on how the County should engage the community, review and decide on development proposals, and address how our communities are created through the subdivision process.

Rewriting the Zoning Ordinance is critically important to the future growth of Prince George’s County. Zoning laws help determine how land can be used such as, subdivisions of homes, where schools and hospitals are located, planning for open space to sustain communities and the environment for future generations, and much more.

Module 3 contains three important sections of the Zoning Ordinance and Subdivision Regulations Rewrite.
